  3. Virginia computer manufacturer recovery (Computer Recovery and Recycling Act)State program · VirginiaVirginia residentsConditions applyFree
    How it works

Under Virginia's Computer Recovery and Recycling Act (Code of Virginia 10.1-1425.27 to 10.1-1425.37), every brand of desktop or notebook computer (and its monitor) sold in Virginia must have a manufacturer recovery plan on file with DEQ that lets consumers recycle that brand at no charge, by mail-back, a collection site or collection events. DEQ lists the manufacturers and links to their programs. Televisions, phones and other electronics are not covered, and stores that are not manufacturers do not have to take computers back. Wipe your own data first.

    Cost & rules
    • Desktop and notebook computers, which may include a monitor, returned by a Virginia consumer (personal or home business use). Phones, PDAs, vehicle parts, leased equipment and TVs are not covered.
    • Each manufacturer takes back its own brand. Find the brand on DEQ's list of manufacturers with recovery plans and follow its mail-back, drop-off site or event instructions.
    • Stores that are not manufacturers do not have to take computers back under this law.
    • Before you go: You are responsible for data left on the computer. Reformatting or deleting files is not enough: overwrite the drive or physically destroy it.
